Eco-Industrial Parks Programme II - Ukraine Country Level intervention

Tax Incentives for Industrial Park Residents: How to Scale Green Business in Ukraine?

Eco-industrial parks are the next level of industrial park development. And it’s not only about circular economy, resource efficiency, and environmental responsibility. It’s about real economic benefits for manufacturing companies  measurable in monetary terms and payback periods.

Ukrainian legislation already offers fiscal preferences to companies that obtain official resident status in an industrial park. If you are planning relocation, expansion, or modernisation of production, here are three key incentives that will significantly shorten the payback period on your investment as an industrial park resident.

VAT and customs duty exemption on equipment imports
When importing new equipment for your own production needs, you pay neither import duties nor VAT. This allows you to reduce capital expenditure at the production line launch stage by up to 25%.

0% corporate income tax for 10 years
Residents are fully exempt from corporate income tax for ten years. The key condition: the freed-up funds must be reinvested in the development of your production facility within the park.

Local tax benefits
Local self-government bodies are entitled to set zero or significantly reduced rates of land tax and commercial property tax for park residents.

An eco-industrial park  the same incentives, plus additional profit
Following the consolidated status secured after the second reading of Law No. 12117 residents of an eco-industrial park receive all the same benefits and additionally reduce their energy, raw material, and water costs through industrial symbiosis: the by-products of one enterprise become a resource for another, shared infrastructure lowers operating costs, and on-site renewable energy generation reduces dependence on external power supply.

How the GEIPP-II Ukraine project can help
The project helps businesses and industrial parks not only take advantage of legislative incentives, but turn them into long-term competitiveness.

For pilot projects where a need is identified, we conduct resource efficiency assessments, support the development and updating of prioritised park concepts under the EIP model, assist prioritised parks in pursuing voluntary certification under the DSTU 9328:2025 standard, and deliver practical training for park initiators, their management companies, and other stakeholders.

Parks that begin their transformation now gain a competitive advantage and become more attractive to international investors, for whom EIP status signals compliance with the best global standards.

We are building a resilient industrial economy today so that Ukraine is ready for large-scale recovery in line with European requirements tomorrow.

Follow the official project page on LinkedIn, participate in trainings, National EIP Platform meetings, and Advisory Council sessions and let’s build a European-standard green industry together.

The project “Eco-Industrial Parks Programme II National Implementation in Ukraine” (GEIPP-II Ukraine) is implemented by the United Nations Industrial Development Organization in partnership with the Ministry of Economy, Environment and Agriculture of Ukraine, with financial support from the Swiss Government through SECO.
