On 2 September 2026, the Parliament of Ukraine adopted the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine to Improve the Functioning of Industrial Parks” (Draft Law No. 12117).
The adopted Law introduces a number of important changes aimed at further advancing the development of industrial parks in Ukraine. In particular, it introduces the concept of an “eco-industrial park” into national legislation and establishes a mechanism for recognizing industrial parks as eco-industrial parks.
In addition, the Law defines the concept of “industrial symbiosis” – one of the key distinguishing features of eco-industrial parks, which promotes cooperation among enterprises and more efficient use of resources. The amendments also introduce expanded reporting requirements for eco-industrial parks.
The adoption of the Law is particularly important in the context of the Global Eco-Industrial Parks Programme II – Ukraine: Country-Level Intervention (GEIPP-II Ukraine), specifically for component related to supporting the development of public policy in the field of EIPs and the corresponding improvement of national legislation. The need for such legislative amendments was identified in the Strategy for the Development of Industrial Parks for 2023–2030, which is also to be updated.
These changes create additional opportunities for the development of industrial parks, for cooperation among enterprises, more efficient use of resources, industrial symbiosis, the implementation of circular solutions, and support for local communities.
