The implementation of the EIP policy covers a wide range of sectors and areas of public policy, including economic, investment, environmental, industrial and fiscal. This requires a comprehensive assessment of the existing national policies and regulatory framework, including governance structures at national and local levels relevant to the EIP policy. An important task is to identify potential gaps and opportunities for the development of the EIP, as well as to determine the prospects for integrating its principles into existing national policies and regulatory acts.
The developed document includes the following elements:
• Analysis of policy gaps, taking into account changes in the national political landscape;
• Description of identified technological gaps and opportunities for implementing BAT/BET in EIPs;
• Description of identified barriers that may hinder the development or implementation of EIP policies;
• Description of identified opportunities to improve policies and regulations at the central, sectoral, and local levels;
• Proposals for an action plan for the EIP policy vision in Ukraine, with an emphasis on circular economy approaches and the implementation of BAT/BET.
