Ukraine Launches the National Eco-Industrial Parks Platform


Kyiv hosted the 1st Meeting of the National Eco-Industrial Parks (EIP) Platform, organised as part of the GEIPP-II Ukraine project. The event brought together a wide range of participants: industrial park management companies and initiators, local self-government bodies, state authorities, business associations, service organisations, academic institutions, and independent experts.

Why the National EIP Platform was established

The National EIP Platform has been established as a permanent communication instrument to strengthen cooperation, share practical solutions, and support public dialogue among all stakeholders in the EIP sector in Ukraine. The GEIPP-II Ukraine project serves as the Platform’s information and coordination hub and is responsible for organising sessions at least twice a year. Participants shape the agenda themselves and propose discussion topics.

What Platform members receive

Membership in the National EIP Platform provides access to up-to-date information on EIP regulation and initiatives, methodological materials, case studies, and practical solutions, as well as the opportunity to find partners for joint projects, share experience, and take part in shaping the agenda for future sessions. Participation is voluntary and requires registration before each session.

“Joining the National Platform is an opportunity to be not a bystander, but an active participant in shaping the EIP sector in Ukraine,” said Anton Kleshchov, national project coordinator of GEIPP-II Ukraine project.

Key topics discussed

More than 40 participants took part in the first meeting of the National EIP Platform, including industrial parks, local and state authorities, service and civil society organisations, and academic and expert institutions.

During the session, participants discussed practical cases of renewable energy implementation at pilot EIP sites: from rooftop solar installations and microgrids to shared heating infrastructure and heat recovery. The session also addressed the issue of connecting industrial parks to utility networks and the barriers that hinder the development of on-site energy generation.

Industrial symbiosis and resource efficiency were also on the agenda, along with ESG standards and green finance. Participants examined how compliance with DSTU 9328:2025 and ESG practices can become a competitive advantage for industrial parks by reducing non-financial risks for lenders, unlocking access to green

finance, and demonstrating alignment with the European Green Deal and EU taxonomy requirements. In addition, project experts updated participants on the Draft Law No. 12117, which introduces the concept of an eco-industrial park into the Law on Industrial Parks and is being prepared for its second reading in the Verkhovna Rada. The GEIPP-II Ukraine project has already prepared draft secondary legislation to be adopted by the Cabinet of Ministers upon signing of the law.
