GEIPP UKRAINE PRESENTS STAKEHOLDER MAPPING AND POLICY GAP ANALYSIS RESULTS AT ONLINE WORKSHOP


On March 9, 2021, the GEIPP Ukraine Project held the First EIP Policy Workshop. The event aimed to present findings of the stakeholder mapping and policy gap analysis to 78 representatives of national and regional authorities, international and sectoral organizations, IPs, etc.

The analysis identified 31 policies related to EIP, notably: 11 laws, 5 draft acts, 13 national strategies, and 2 international agreements. 

The documents that are sound to the EIP policy incorporate:

• National Strategy of Economic Development by 2030, adopted in March.
• Ukraine-EU Association Agreement (EU directives related ecology, energy, resource efficiency, waste management, climate change, labor legislation, gender equality). 
• Draft Strategy of Industrial Complex Development by 2030, developed by the MinEconomy.
• The Law on IP, adopted in 2012.

The analysis of the national legislation against the EIP international recommendations showed good conditions for the development EIPs, although there are no legal requirements for environmental and social requirements yet. At the same time, the economic requirements are not clearly defined and come as part of legislation for industry and business.

The participants were also presented with the EIP policy vision and roadmap, developed based on the UNIDO methodology. The Project also shared recommendations on the EIP policy development.

The workshop was the first out of two planned awareness-raising events to attract the policy-making stakeholders for cooperation and collect their reflections on the policy analysis results and the presented EIP policy development vision and roadmap.
