Workshop on Practical Implementation of DSTU 9328:2025 for Eco-Industrial Parks


On 22 May 2026, a hybrid workshop – held online and in person in Kyiv – took place under the GEIPP-II Ukraine project, focusing on the practical implementation of the national standard for eco-industrial parks (EIPs).

Purpose of the event

On 1 September 2025, DSTU 9328:2025 “Eco-Industrial Parks. Sustainability Criteria and Assessment Method” entered into force in Ukraine – the first national EIP standard in Europe. It establishes clear sustainability criteria and a tiered rating system – “gold”, “silver” and “bronze” – across four dimensions: management, environmental, social and economic performance. The workshop was designed to help participants move from understanding the standard to taking concrete steps towards its implementation.

Two new methodological guidance manuals

A key highlight of the workshop was the presentation of two methodological guides developed under the GEIPP-II Ukraine project.

The first guide is aimed at industrial park management companies. It covers the step-by-step actions required to achieve standard compliance: appointing a sustainability coordinator, collecting baseline data on energy, water and waste, conducting a GAP analysis and prioritising gaps, building a transformation roadmap, and preparing the evidence base for audit. The guide is accompanied by a practical toolkit – templates for environmental and energy policies, resource flow and risk registers, responsibility assignment matrices (RACI), checklists, and a KPI framework.

The second guide is designed for conformity assessment and certification bodies. It establishes a unified approach to the assessment process: from submitting and reviewing an application, forming an expert panel and planning the audit, to applying checklists, completing assessment forms, conducting rating evaluation, and making the certification decision.

What participants discussed

The workshop also examined the typical risks associated with implementing the EIP model and strategies for addressing them – ranging from climate and operational risks to social and reputational ones. Particular attention was given to the logic of the rating assessment system and how EIP status translates into a competitive advantage: reducing non-financial risks for lenders, unlocking access to green finance, and demonstrating compliance with the requirements of the European Green Deal and the EU taxonomy.

Who participated

The workshop brought together industrial park management companies and initiators, conformity assessment and certification bodies, government authorities, business associations, and all other interested stakeholders.
